President William Ruto has made appointments to head the Commission On Administrative Justice (CAJ), the National Gender and Equality Commission, Independent Policing Oversight Authority and the Second Deputy Governor of the Central Bank of Kenya (CBK).
Former Independent Electoral and Boundaries Commission (IEBC) chairperson Isaack Hassan has been appointed to chair IPOA and if approved he will take over from Anne Makori whose tenure comes to an end.
“The nominee is an Advocate of the High Court of Kenya with 30 years’ experience as a legal practitioner and consultant in various countries including Kenya, Somalia, South Sadan, Namibia, and Afghanistan.

He is a former and inaugural Chairperson of the Independent Electoral and Boundaries Commission.
Hassan holds a Bachelor’s Degree in Law (LL.B) from the University of Nairobi, a Postgraduate Diploma in Law from the Kenya School of Law, and a Contemporary Public Diploma in Administration Management from Galles International Management Institute, Israel,” read the letter from State House.
Issak Hassan served as IEBC chairman for a period of five years from 2011 to January 2016 and led the country to the 2013 general election which saw the entrance of Uhuru Kenyatta as the fourth President.
Charles Orinda Dulo has on the other hand been appointed the Commission On Administrative Justice (CAJ).
“The nominee is an Advocate of the High Court of Kenya with 20 years’ experience in private legal practice and public service. Dulo was among the founding members of faculty of Daystar University’s School of Law where he still serves as a lecturer.
He has also lectured law in various universities; including Strathmore University School of Business, Daystar University School of Law, and Jomo Kenyatta University of Science and Technology (JKUAT)’s School of Law. He holds a Bachelor’s Degree in Law (LL.B) and a Master’s Degree in Law (LL.M) from the University of Nairobi; and a Postgraduate Diploma in Law from the Kenya School of Law,” read the statement
